Meet our caring and knowledgeable YSB Board Members

Steve Ogren, Chair

Real Estate Brokerage & Development Telus Property Services & Solutions

A lifelong resident of Stillwater, Steve Ogren is a graduate of Stillwater Area High School and St. John’s University. He and his wife, Ann, have raised four children together. With over 25 years in the real estate industry, Steve began his career as an owner of a We Buy Ugly Houses franchise. Today, he brokers a wide range of commercial real estate transactions across Minnesota and Wisconsin. He is also a former owner of two Sport Clips franchise locations.

Denise Cote, Vice Chair

Special Education Administrator, Stillwater Area Public Schools

Denise Cote has served in the Stillwater Area Public Schools since 1999, currently as a Special Education Administrator. Her career includes roles as a special education teacher, general education teacher, and curriculum specialist.

A Stillwater native and graduate, Denise is proud to serve the community alongside her husband and children. She values YSB’s mission to support local families and youth through meaningful, responsive programming.

Nate Mears, Treasurer

VP & Commercial lending officer - Lake elmo Bank

Nate Mears was born and raised in Woodbury and now resides in Lake Elmo. With a decade of experience in commercial lending, Nate has built a strong foundation in finance through his work at Lake Elmo Bank. His career has focused on building lasting relationships and supporting local businesses.

Nate joined the YSB Board to make a meaningful impact by supporting local youth and families. He is passionate about creating opportunities for young people to overcome challenges and reach their full potential.

Stephanie Arthur, Secretary

Business Supply Chain Manager 3M

Stephanie Arthur has been with 3M since 2007, currently serving as a Business Supply Chain Manager in Chemical Operations. She has held various roles at 3M’s Cottage Grove site and now lives in Eagan with her husband and two sons.

“I really appreciate the impact that YSB makes in the community. Enabling our children with the tools and strategies to face the challenges life throws at them is critical to a thriving community.”

Andrew Beaton

Education Leader

Andrew (Andy) Beaton brings 30 years of experience in public education. He has served as a teacher, dean, assistant principal, and principal across metro high schools, including Columbia Heights and Bloomington Kennedy. Most recently, he directed strategic projects for Edina Public Schools, supporting dual-language and internship programs and leading culturally proficient staff training.

He holds a BA from Macalester College, a master’s from the University of Minnesota, and an Ed.S. from St. Mary’s University. Andy lives in the metro with his wife, Anne, and their two adult children.

Tony Zdroik

Juvenile Division Head, Washington County Attorney’s Office

Tony Zdroik leads the Juvenile Division of the Washington County Attorney’s Office, a role he’s held since 2005. With over 25 years of service, Tony began as a prosecutor focused on juvenile justice. He later transitioned to the Criminal Division, handling felony cases, before returning to lead efforts in juvenile justice reform.

Tony also chairs the Juvenile Operations Group in Washington County and is an active member of the Children’s Justice Initiative. He trains professionals across the state on issues including child protection and juvenile court processes. In 2024, he received an award from the Minnesota Juvenile Officer’s Association for outstanding service.

Kate Graham

Senior Director, Renewal by Andersen

Kate Graham joined the YSB Board in 2022. As the Senior Director of Research, Development, Innovation, and Quality at Renewal by Andersen, she leads efforts to foster STEM talent among youth through an internal employee network.

Kate has worked at Andersen since 2006 and previously held roles in research and development at 3M and SurModics. She holds a BS in Chemical Engineering from the University of North Dakota and an MBA from the Carlson School of Management. She lives in Inver Grove Heights with her husband and two teenage children.

Hunter Julien

Police Captain Stillwater Police Department

Born and raised in St. Paul Park, Hunter Julien has served the Stillwater Police Department since 2011. He has worked his way up from Reserve Officer to Captain and lives in Bayport with his wife, Gina, and their two children, Jacob and Isla.

Hunter has relied on YSB throughout his career, particularly in his roles as Patrol Officer and Sergeant. He holds an associate’s degree in Law Enforcement and is currently pursuing a bachelor’s degree in Public Safety Administration.

Daniel Khoury, M.D.

Pediatrician, Central Pediatrics

Dr. Dan Khoury has practiced pediatrics in the East metro since completing his residency at the University of Minnesota in 1997. He currently lives in Woodbury, where he and his wife have raised four children. He enjoys golfing, cycling, running, and spending time at the cabin.

“I am very honored and excited to serve on the Board of Directors for Youth Service Bureau. My pediatric group and the East metro community rely on YSB for their expertise and willingness to provide mental health supports to children. I’m especially interested in their community outreach education programs.”

Jennifer Levitt

City Administrator for the City of Cottage Grove

Jennifer Levitt is a civil engineer and City Administrator for Cottage Grove, with a passion for project management and community connection. She’s active in local events and professional organizations supporting civic leadership.

Jennifer joined YSB’s board to help youth and families navigate today’s challenges. She values YSB’s role in building stronger futures across Washington County.
Fun Fact: She’s working her way through every U.S. national park.

THE YSB VISION

We envision a community where Youth Service Bureau is recognized as the leading early intervention resource for youth and families dealing with social, emotional, and behavioral challenges. By partnering with parents, schools, law enforcement, courts, and community groups, we strive to keep children and youth out of the court system and in school. Our integrated services, including youth-focused family counseling and various criminal justice and school-based programs, are tailored to meet the unique needs of each community we serve.

"YSB has been an invaluable partner in helping us address significant issues related to chemical use among students. Research studies show that risk, harm, and death from illicit substances among youth are rising. Partnering with YSB gives our school both proactive and reactive measures to address chemical issues with our students and is a vital component of how we provide a measure of safety to our students in today's challenging world."
